Can be used to make Runewords:
Smoking small charm of Storms 8-15 fire dmg 1-22 light dmg L56
Small charms can have up to
19-29 fire damage as prefix
1-71 lightning damage as prefix
7-13 fire damage as suffix
1-28 lightning damage as suffix
Fire damage is not used a lot and the lightning damage you got on this one is rather low.
Could have some low value for a Conviction paladin but the added damage is also rather small compared to Vengeance.
Physical builds have better options to bypass physical immunity.
So my guess is self use, maybe 1-2 Ists market value (but not easy to sell).
