Are there any sort of staff or Swirling Crystal for sorcs that come with base increase to skills or stats that can then get a runeword to further increase it?

You cannot make HOTO in anything other than a Flail, Knout, or Scourge. Period. You can make Call To Arms in a 5os War Staff and its variants. Obsession in a 6os War Staff and its variants. I've been wrong this whole time. They can be made in staves. Flails are just the only one-handed weapon they can be made in.
I'm willing to accept other forms of currency. Like Tokens, Keys, Perfect Gems, and certain minor runes in lieu of my asking price. I'm also willing to accept rune combinations that add up to my asking price.

That is an oversight on the page. You cannot make HOTO in an Archon Staff base. Even items that say they are ' Mace' class. Don't be tempted. Flail, Knout, or Scourge. That's it.

I think you can make HOTO in a staff, I found many topics about it (although I never tried but maxroll allows staves as a base). Dunno if u can but not sure why anyone would want to when it precludes your Spirit shield. Plus after hearing about someone (forget who lol) putting it in a Warhammer or something different than a Flail just for style points and ending up with a Gemmed weapon and a bitten desk as a result, I'd rather just stick with what works than try to reinvent the wheel here.

It's a tradeoff basically between Heart of the Oak in a Flail + Spirit shield and Obsession in a Staff, whatever suits you more. However to make anything in a Staff being worthwhile you'll need to first find a decent (if not GG) base and HotO base is just 4os Flail (since only Flails can support that runeword from all other maces).
It's not solely +skills you should be after with a Sorc, it's also @res, mana, FCR and stuff like that -- that are really making a difference!
P.S. It's the analogy of: Why would you ever want to equip only 1 weapon on Barb when you can have 2 and have all the additional bonuses other one brings or in some very rare cases +shield.

Blizzard really did us a disservice 25 years ago by making it so confusing. There’s a whole category of weapons called “maces” (in-game they all say “mace class” on the hover tooltip, and they all benefit from Barbarian’s Mace Mastery), all different kinds of blunt weapons. In reality there are 3 weapon classes - clubs, maces and hammers. The fact that the whole category of blunt weapons is called “maces” yet there’s a sub-group of blunt weapons also called “maces” is just needlessly confusing. The weapon category should have been called “blunt weapons” probably.
The page on “maces” on the old Arreat Summit website groups these blunt weapons by proper class, but it’s definitely a bit discrete:

I suppose the translators just blindly translated the provided texts, without digging deeper whether they make sense (and introduced own issues with the translation as well...).

It isn't. The original English version incorrectly calls most blunt weapons "maces" (except wands and staves - but they, together with orbs, are incorrectly called "staves"). Translations just repeat these mistakes, as many of the item types do not even have a proper description string to be used.
Look here and search for
Class - (with a dash).
