That's just "Fool's" prefix. (+16.5 per Character Level) 16.5-1633.5 to Attack Rating/(+0.5 per Character Level) 0.5-49.5 to Maximum Damage (Based on Character Level)

That alone isn't enough to have value. In most cases a rare weapon needs to be ethereal and have at least 3 good affixes to be better than uniques/runewords.

It has high ed, fool's mod and auto-repair but it's not ethereal so no value.
Other useful affixes would have been ias, sockets, max dmg, ctc amp dmg, -req)
