i'll try to help as much as i can. smoking is a tier before flaming (20-29) max and storms is a tier before shocking (44-71) max. you have a charm that's a tier below both flaming AND shocking. the charm has no value. if it was flaming/shocking it will be worth something. I just sold shocking charm of anthrax (68 Lightning 50 poison) for 1

One little correction: the suffix "of Storms" is actually tier 1

"Shocking" is a prefix

(magic items can only have 1 prefix and 1 sufix)

haha yes you're right? I'm sorry about that. but the fact remains the PREFIX is the mod that counts on elemental charms. they carry all the damage, the suffix are required for God tier rolls to supplement a good prefix roll!

Completely disagree that it has NO value, because really, it is DIFFICULT finding a charm like this and even far more so finding the really top-end ones.

It doesn't have PRIME status value. Noone(?) would pay a high rune for it, but a perfect gem or three? Very possible.
