Yes.
But generally people don't worry much about it...
(Many guides recommended as BIS an ethereal Sacred Armor Fortitude or Shaftstop - both medium)
As all other chars, -5% movement speed for medium, -10% for heavy armors.

As much as I'd like to agree with you, Emilio The Putz is usually walking in the wrong direction anyways. So walking 10% slower than he should in the wrong direction is actually an improvement
I'm willing to accept other forms of currency. Like Tokens, Keys, Perfect Gems, and certain minor runes in lieu of my asking price. I'm also willing to accept rune combinations that add up to my asking price.
Act1 merc spends a lot of time finding its spot - here frw is even useful, making Hustle in light armor a good choice
