On my side I would vote for making Heralds more frequent + latant sunder drop also more fréquent... but.. include a non tradeable Standard of Heroes in the crafting recipe to make it Renewed.
So you need to kill Herald and vanquish UberT to get the Renewed Sunders.

I've used about 3 shards in a private game and it seemed a complete waste of time. I understand the drop rate is extremely low.
I found a better use for my shards in trading, yielding a few Ist on ladder.
So for now, they are just currency for me.
