The Key of Terror is one of the 'minor' keys in the Pandemonium Event. It drops rarely from The Countess in Tower Cellar Level 5 on Hell difficulty.
It is required for the crafting of portals to Forgotten Sands, Furnace of Pain and Matron's Den.
The other keys required are Key of Hate and Key of Destruction.
