Once got a Lo drop from ordinary carver at Black Marsh - so no surprise you found Sur from Tower mobs - they are several lvls above, and can spit it out. Here - you got that HR lucky strike everybody is after
Countess dropped me a Lo rune like the first 2 weeks of release xD
This was back when mini-maps would overlay each other from previous games at the time so it was a nightmare finding the way down to level 5 sometimes hahaa.
I think she has two separate loot tables - one for normal item drops, another for rune drops. She drops items from both buckets, which is why she always (nearly always?) drops runes. And the rune bucket is capped at something fairly low, but her normal item drop can probably drop any rune at roughly the same rate as any other random mob. Or something along those lines. Maybe the Sur dropped from some of the trash around her, but... effectively the same outcome.
Found a Vex from a complete nobody in WSK lvl 3 Nightmare earlier today, thought of this thread. Surely if I was to actually put an effort on Hell to actually farm it would take forever.
I got a Sur rune on level 3 of the tower and a Lo rune in the Black Marsh on the way to the tower, all trash mobs. Best rune I've got from The Countess is an Ist rune.
