Can be used to make Runewords:
Can do trades on D2R or D2RotW
Main: Necromancer / Second: Assassin / Third: Amazon / Check my stash tabs
For prebuffing you don't need life, or am I missing something? 
For PvM, Singer barb would prefer a 3 cries 10 fcr (worth Jah) or alternatively additional extra Gold or mf since they Stun and have enough life / survivability already. (Unless we are talking HC of course)
Is it usable in MLD? (It's one level too high, right?) There I could see it since the added life will be further boosted by BO.
You might get more than a Pul (vanilla) but definitely less than Jah (+10 fcr). Maybe around Ist?
