Anyway, this weird item has a Level 30 requirement.

Holy shit, what is this thing

It is incredibly rare but no clue if used without 2 sockets. Rare/magic pelts can be really good.

Playing HC SSF right now.

Hell completed: Sorc, Druid, Paladin, Ama, Assa, Necro, Barb
Iron Man (Paladin): Nightmare A1

Without 2os not more than Ist- Vex. FCR is useless for shapeshifter since they can't cast spells while transformed. So this is a 2/30 Circlet. A blue 3/30 would be more useful. That you could lazurk and hope for 2os.

Thought this is only possible on magic (blue) circlets....

No, it has to roll with the Mechanic's prefix to get the 2 sockets. Lazurk cannot put 2 sockets into a rare.

True, but Armageddon has a 6-second casting delay so it's unaffected by FCR breakpoints.
Ill rephrase my statement to say "FCR is useless for shapeshifter since none of the the spells they cast while transformed are bothered by FCR"
Sure you can cast cycle armor faster and Hurricane, but that functionally doesn't make a difference since all the spells either have a duration timer or a casting delay.
