Check the game creation options if Terror zones have somehow been disabled for you. It’s the gear icon near to the PLAY button if you use quick play. You wouldn’t be the first to have that happen to you if that’s the case.

In special, if you finish Act 5 for the first time on a lobby game and exit (to the lobby) the "Terror zone" option will be unchecked and that state will be "saved" until you re-check it...
(it happened to me a few times while leveling new chars on public games....)
