Looking to get an idea of what this is worth to the economy, so I am not unfairly purchasing it. I want to give someone the right value. e.g the only offer I've had was my PCombat 39Life GC. I do not think that the Wand is anywhere near this value, but am I wrong?

It's a good base for White indeed, even if I don't expect prices to go off the roof as I guess this can be purchased at Drgnan's if you're patient enough.

I'm not entirely sure if it can be dropped from Drognan. I wonder if there's somewhere that has a write up on how he drops wands? I like your valuation though. Thank you for that, and I look forward to more opinions on it. It's a Dream Wand as it snips six points off of the build and adds it to synergies, but it is rather niche as well.

Bone Spear is level 18, the 2 others level 24 so yes, it can be shopped at normal Drognan. But you'll have to do hours of going back and forth to get such a good base.
Attract has little value, but for a bonemancer that does not need to go to Lower Res, having Decrep on Wand removes needs for 3 skills points (I assume necro will still use Amp for CE), typically when you fight act bosses.

Attract for me is one of those nice crowd control spells to have, alongside Bone Prison, to keep mobs self-absorbed while I setup the explosions. I do use Decrepify more honestly, and half the time don't bother with Amplify Damage.
