Is this any good? I was thinking maybe a lightning sorc could use that (they need lot of FCR, right?)

2/20 is fine, 10 all res is average, but items can have up to 6 affixes - yours miss 3 !
Besides, sorcs tend to use specific items for their element : Griffon's Eye for lightning, Flickering Flame for fire, Nightwing's Veil for cold.
Therefore, I think you can try to get around Um maximum for that one.
