Can be used to make Runewords:
For fire druid - is it better than Ravenlore though? You could stack 3 from pelt + 3 from this in a socketed pelt but you will lose on 12% fire res and 5% dmg compared to a socketed perfect Ravenlore. This gives +3 to Fire Claws but I feel like a fire claw Druid will use Jalal's Mane anyway.
Good for Scorch - the fire Act 3 Merc, but their dmg potential is still poop.
Ok for fire sorc but immunities everywhere are still going to be annoying. And most any rare or socked Shako is still probably better.

Ravelore is still a really good option but also rare as hell in a lot of circumstances.

i'm just using Shako on my druid. 2 nice skills, plenty of mf, and lots of mana too.
This looks super useful. Like you guys have already hit on, obviously an interesting option for Fire Druids, especially if they get the buff they deserve.
But this seems extremely useful on any merc just for that Resist Fire Aura since Fire Resists are the hardest to come by. So many classes use Spirit Shields and this would absolutely help offset its lack of Fire Resist.

I hate being poisoned, it's obnoxious. Using this Helm + having the Plague runeword on a merc seems incredible. -50% poison length duration on this Helm and level 14 Cleansing should make short work of incoming poison damage.
