0% cold resistance = normal chill/freeze length
50% cold resistance = halved chill/freeze length
-100% cold resistance = doubled chill/freeze length
(on top of this, mobs also have a chill effectiveness stat - a mob with 0 chill effectiveness cannot be chilled/frozen regardless of their effective resistance)

Yes. And no. You ideally use a sunder with high +fire damage for prebuffing and 9 skillers. +14 or +15 fire damage should be better than +1 fire skills
