I do not believe so. Polearms are typically used for merc runewords.
If one is wanting something other than a runeword, it's hard to see what four jewels/runes could be inserted here that would make this polearm better than an ethereal version of any of the elite unique, especially an Eth Tomb Reaver that rolls with 3 open sockets.

No value. Runewords don't work in magic items and if you only want sockets you can use a white/grey base elite weapon with up to 6 sockets.
As a general rule, no blue item can have any value without both a prefix and a suffix.
