AFAIK you need a good skill with +2 or +3, the corresponding mastery with +1-3 and this has to be either on an orb so you can also use a shield or on a War Staff for Obsession. For rare or magic orbs add +2 sorc skills or +2-3 cold/fire/lightning skills and fcr to have value.
The exception to this is Energy Shield for Memory on weapon switch. There you need +3 Energy Shield and preferably one of the cold armor skills and/or Thunder Storm.
The orb is missing Fire Mastery and while the Battle Staff can get +3 skills from Leaf or Memory or Heart of the Oak, it will still be worse than Eschuta's Temper with a rainbow facet and Spirit.
