It is normal and quite common. I use a Holy Fire paladin with specialized low level gear that I just carry over from one to the next. I delete the paladin once I use the lazurk quest.

It is, yes. Make char, get rushed to Larzuk, socket, delete char, rinse and repeat.
HF pally makes it about as easy as it gets to rush yourself there if you want to do it alone. Even more so with some cheap starter gear.
Really would be a good use of Standard of Heroes imo. Item + standard = cubes to same socketed item Larzuk would give you (or always max sockets if you wanna be generous, avoid that Larzuk gamble on magic pieces). Removes the endless need for Larzuk alt trash chars and gives a use to standards.

you mean: you find it annoying to have to rush a char for Larzuk's quest? not that you're annoyed others do?
it does take time that's why you can "buy" the quest directly because people finds it annoying / dont want to waste their time doing so

Don't get me wrong, I don't love the process of running through the quests. It's kinda annoying to actually do.
What I love is that it makes me farm low level gear. It's a whole area of character optimization that a lot of players miss out on. I actually kinda feel bad for the online folks that just pay to get rushed because farming low level gear for rushing larz is really interesting and fun.

I've twink equipment to self rush from lvl 1 to hell. It's faster to go throw nightmare than go throw normal with any sorc, specially as a Nova sorc. Also I keep the chars as mules as they have cube and can equip pieces themselves.
i just did this myself
using the fire lock for the first time normal and nightmare are a breeze
skip the unnecessary quests
guy levels up so fast . its satisfying doing it for yourself

If by "normal" you mean is everyone doing it, then yes, but if you mean "normal" as in normal, then that's open for debate, after all this is D2. Io? 
im guessing what most ppl do like myself i only use my mules to try and get the quest to prevent having to make access chars
