Cham rune: freeze?

Hi!

i got now my nice "Mist" bow with the
Cham run in it.
Kicks like a mule!
But somehow i am dissapointed by the "freeze" from the
Cham.
In "knockback" and "monster flee" i can see an effect, partly.
But the freeze from
Cham seems to have no effect on the monsters?!

does not affect cold immunes, and duration in hell is reduced to 1/4
