War Staff with +2 Blizzard, +2 Lightning Mastery is, I assume, trash right? What are good/wanted combos for dual Sorcs on big staves (just so I can have as a reference for the future) worth Vex+?

AFAIK for prebuffing memory or call to arms and as main weapon obsession:
Memory base
4 os with +3 energy shield, +chilling armor or another cold armor and +thunder storm or +enchant
CTA base
same as memory but with 5 os
Obsession base
6 os with +3 to a good skill (fireball, lightning, blizzard, ...) and +1-3 to the corresponding mastery
