Is this charm in your possession? If yes, can you reproduce this bug?
It probably has something to do with how the game stores item affixes and their values in Memory via code that was written literally decades ago. They probably designed it this way to reduce Memory requirements. 1 single flipped bit can potentially throw off multiple different item properties - unless of course D2R changed this from how it worked in the original game.

I've seen something very similar once before with a Wand a friend linked in game. The weird part is that he also saw bugged mods on the item when checking the link but the ones he saw were different from the ones I saw.

Unfortunately is a known bug that has existed for a long time now, maybe since D2R launch. The short version is that the chat is super buggy and causes all sorts of weird issues.

It's only a display bug when linking the item in chat. When viewing the item directly, it shows correctly.
I'm willing to accept other forms of currency. Like Tokens, Keys, Perfect Gems, and certain minor runes in lieu of my asking price. I'm also willing to accept rune combinations that add up to my asking price.
