, do the low dex make difference?
Sort of. This has decent affixes but for the most part they all rolled low. A zon would love this ring, but its really missing the "+ to minimum" or "+ to maximum" damage affix. Higher rolls, plus that affix would make this a much stronger ring.
Additionally a a zon would be using a Ravenfrost, making the cold res a semi-useless affix. So you have two 1.5 useless affixes and the rest could be much higher.
