+2bow skills are useless raw dmg before skills, P&M or plain KB gloves works only for bowa, this is

Charsi without crafted for KB no bowa would use theese for just 20ias and dex since theese are worse then

Also in PvM a bowazon do not need Dex because they will not

3/20 is for raw elemental damage.
2/20 + dex is not bad for a hybrid elemental + physical. Cold bowazon need only 41 skills points so you have many points to put into physical part.

So is the actual bis for bowa HP crafted with P&M, and what other affixes?

Also, how would the bis differ in PvM and PvP exactly (other than say MF)?

Pvp wants Replenish Life because you don't get much life from life per kill or life leech.
For bowazon, people want Passive & Magic skill tab.

Aye, they are indeed so rare and expensive, that there really is just good and better, but hard to specify best.
