I personally have a Rhyme shield in the off-hand, as it is a budget cannot be frozen, has a block chance for some defense, and has some magic find to it. But I am a Berserk barb. I have a low end Grief as well. I'm not sure if it was mentioned yet, but Honor is a decent budget weapon. I used it before I got the Grief.
Having max fire/light res helps a lot, more so if you can get some plus to max on them or some absorb. I find Dwarf Star extremely helpful for surviving.

Regarding gear I would strongly suggest you use Laying of Hands because it gives lots of fire resistance, attack speed and most of all 300% damage vs demons (council is all demons). With these alone you do much more damage.
Aside from that Gore Rider and Guillaume's Face can push your damage further without the need to change your weapon. Even though Immortal King's Will the better option for a budget travi horker.
I agree with others that an EthOathBalrog Blade would be a very good investment. You could combine it with a LawbringerPhase Blade - it has cold damage which is not ideal but it's cheap and boosts your damage with decrep alot.
I would also suggest you point one point in Berserk. Once you are winded up with Frenzy you can use Berserk to hit with you main hand (Oath) for a ton of damage and kill the physical immunes yourself.
My Frenzy travi horker has even 5 points in Berserk because it synergizes with Frenzy and I like the attack rating and damage boost when using Berserk every once in a while.
Yea.. I swapped out my IK gloves for the Laying of Hands I horked up. Gface is out as I'm keeping my 3 piece Tal's and I need the resists/ dual leach anyways. I managed to get a couple of Oath in ethereal Cryptic Sword earlier (Thanks @LordObjectz), and I'm using Atma's Scarab for the amazing Amp proc... so once I get my merc up a few more levels, I'm going to take The Reaper's Toll off of him and give him a AmnShaelBonehew.
Double Oath sounds really good. If you have trouble hitting you could switch to angelic ring and amu. Life leech was a problem for me too, thats why I used String of Ears (and switched to upped Goldwrap for horking). Life leech is no problem for me now since i use an ebotd.

I have trouble keeping my merc alive consistently when running travi (Tals Face, Duriels, Reapers, lvl 89). Maybe it works with even more life leech and above 75% fire resistance but I find it too annoying to take care of him or constantly reviving him (even though money is not the issue).
Kiaras and Guardian Angel works very well in Trav. Bonehew with Lifeleech.
You dont want to have cold dmg or decriphy because corpse cant be horked.
With dwarf stars you cant die
Go for Wealth, alis with lems and gamble a nice dual leecher
