I have tested Hellmouth on both KickSin and 1 point smiter.
It seems like the delay 0.6 seconds while casting Firestorm is removed.
Can anyone test and/or confirm that on Phoenix?

It is removed. 
I mean, there is still 0.6 sec delay on that Firestorm, but it does not affect other skills. So you can zeal or kick without cooldowns, but the Firestorm still has its internal cooldown. So Phoenix is viable for melee.

BTW the 15 Fire Absorb is enough against Uber Baals and Uber Diablo.
No lifetap means I can use other curse.
