Hard to tell you if it is worth using in WF without knowing the rest of your gear/stats.

For IAS, you need it to reach breakpoints (same as FCR). Have a look at IAS breakpoints below for Amazon using HB.

For the +Max Damage, as WF has 250% ED so your average damage will increase 0.5*15*250/100 = 18.75
This is better than a 15IAS, 40%ED (10+68)*0.5*40/100 = 15.6
