You can restore Hydra charges to Hellfire Torch by dragging the Repair icon to it.
Light Radius by default is 13 and is capped at 18. Having a Hellfire Torch with its +8 almost certainly ensures you have maximum visibility.
When farming for your desired torch (or to get rich in ladder quickly) NEVER identify a Hellfire Torch when it drops, instead sell the unidentified torch for runes.
You can then use these freshly aquired runes to buy a new 3x3 Keyset, for farming a new Hellfire Torch.
The process is quick and straight forward (typically 30 minutes including buying keys and selling torches), requires a rune worth one 3x3 Keyset and a basic smiter paladin with cheap gear (for fun and a well written guide google poor man smiter); and allows you to build the Wealth for buying the torch you desire.
Typically you turn one rune invested for the 3x3 Keyset into four runes for the unid Hellfire Torch - buying keysets is faster than farming them yourself.
Why does it work? Most torches you find and identify are worthless (the famous Druid torch 10/10 comes to my mind) - typically prices are also worse than the Key sets you bought for acquiring the torch. See the comment from Gozdev above for your chance of finding your desired torch.
If you’re looking to utilize the Hydra charges - be aware: they cost 37k per Charge and the ‘repair all’ function doesn’t work on charms, you need to repair it individually…
