I doubt you can get a Pul for that, I'd gift them to Charsi.
If you want PR, use Sandstorm Trek, it comes with 20-30 stats and fhr, much better than 7 dex.
If you want fr, take aldurs, comes with 40 life.
The rule of thumb is resis have to be 70+ on Boots or you need very good other adds. 7 dex is not enough to compensate low res of 49.
