Topic. I haven't seen info on this. I know they drop from elite packs and champions, but I still haven't seen one drop. I have been mostly running TZs. Wondering if they only drop outside TZs from mobs. I have to assume player count might also affect them.

It is said they drop everywhere, but since I am playing mostly terror zones, I can't confirm this.
In my 3-act terror run yesterday I found 3 shards, so I was even at the end. Today I found two of them in one act.

Haven't found any inside TZs yet but one would certainly hope so.

they drop regularly for me in TZs.. council shouldn't be any different, same rng
I know, this isn't representative in any way, but I found a lot more act 1 shards than act 4 or 5.
Up to now I found

5x act 2
4x act 3
2x act 4
0x act 5

My small sample also favors Act 1 (Western WSS), while Act 3 has been the least common -- I found only one of those (DasNarf wrote: 22 hours agoI know, this isn't representative in any way, but I found a lot more act 1 shards then act 4 or 5.

I can confirm, i've picked up a couple of them from non TZ areas. Just RNG. Was killing packs while picking up WPs

I dunno what you guys are smoking, but I have found ZERO act 1 shards so far 
(to be fair - I probably haven't played as much as some of you, the most I have of any shard is 2, but I really do have 0 x Act 1

Act 1 shards seem rare to me.. But yeah, I've found them in TZ.

Could it be that shards have a high treasure class? Found them on a regular base (1-2 per act) with my l95 pala from tz'ed normal mobs, but none within 3 acts of terrorfarming using my l83 warlock

Interesting, act 1 and 2 shards are the most common for me. I have not found act 3 yet. Found my first act 5 today.
