Topic. I haven't seen info on this. I know they drop from elite packs and champions, but I still haven't seen one drop. I have been mostly running TZs. Wondering if they only drop outside TZs from mobs. I have to assume player count might also affect them.

It is said they drop everywhere, but since I am playing mostly terror zones, I can't confirm this.
In my 3-act terror run yesterday I found 3 shards, so I was even at the end. Today I found two of them in one act.

Haven't found any inside TZs yet but one would certainly hope so.

I have found 3 today while playing TZs, so yes, they can drop in TZs.

they drop regularly for me in TZs.. council shouldn't be any different, same rng
I know, this isn't representative in any way, but I found a lot more act 1 shards than act 4 or 5.
Up to now I found
7x act 1
5x act 2
4x act 3
2x act 4
0x act 5

My small sample also favors Act 1 (Western WSS), while Act 3 has been the least common -- I found only of those (DasNarf wrote: 1 hour agoI know, this isn't representative in any way, but I found a lot more act 1 shards then act 4 or 5.

I can confirm, i've picked up a couple of them from non TZ areas. Just RNG. Was killing packs while picking up WPs
