I think this is one the highest max damage weapons I've personally ever found, especially considering it isn't Eth.. found it preseason HC and held onto it. Are there any builds that would use something like this?

Only as an interim solution I dare say. And even then, somewhat doubtful, due to the complete lack of any IAS and such. The second you can afford even one of the cheaper high-end runewords, this would get eclipsed by a clear mile.
