When placed in the inventory (not in Horadric Cube), it reduces all enemies' fire immunity (100%+ poison resistance) to 95% resistance as well as confers -70% to -90% fire resistance to your character.
Fire resistance is listed directly in your character screen and negative values can be offset by any +% fire resist gear.
Flame Rift only drops from champion, superunique, or boss-type monsters in terrorized zones on Hell difficulty with a relative drop chance of 5:17 (on average 5 in 17 sunder charms dropped could be Flame Rift).

Flame Rift
Flame Rift pairs well with the Flickering Flame runeword, which provides both -10-15% to Enemy Fire Resist and a level 4-8 Resist Fire aura (which provides +85-107% Fire Resist). The -Resist significantly increases the damage dealt to sundered targets, while the aura likely negates the player's resist penalty entirely.
None of the "Original Sundering Charms" ( Black Cleft, Bone Break, Cold Rupture, Crack of the Heavens, Rotting Fissure, Flame Rift) can be obtained in RoW (Reign of the Warlock).
