This recipe has the potential to produce best-in-slot items for a variety of caster builds and is the primary driver of the demand for both Ral and Perfect Amethyst.
Note that the base item that is chosen as one of the ingredients must be of magical quality. The recipe will not work with just a base quality item.

Endgame crafting recipe targeting +2 class skills with up to 20% Faster Cast Rate (10% + 5-10%) to hit high FCR breakpoints. Rare amulets can only have 10% FCR. Paired with 2 other useful mods like life, resists, strength, etc this amulet can be very valuable.
TLDR: Use a level 93 character to gamble magic amulets for crafting and they can all hit the +2 class skills affixes (Ilvl = clvl/2+ilvl/2 = 93/2 + (93-5)/2 = 46 + 44 = 90).
Tip: Gather Ral runes and Perfect Amethysts (and jewels) and sell in bulk to crafters.
Word of caution: Expect to craft many, many amulets before hitting something great.

Use a character of at least level 93 to gamble and craft Amulets - then every Amulet has a chance to get +2 to [class] Skill Levels / Skills.
Now with Terror Zones, once you are level 90, every Amulet that drops in a Terror Zone in a game you created (or created by a higher level player) will be able to roll as a +2 skills +20 FCR Caster Amulet. When you are level 88, every Amulet that drops from a Unique monster in a Terror Zone is also capable of rolling a +2 skills +20 FCR Caster Amulet.
If you join lvl 96 TZ games, you can roll those amulets into +2 +20 FCR Caster Amulets beginning at clvl 84 (96/2 + 84/2 = 90).
