I think they are considered bad in PvM but not in PvP - skills like Psychic Hammer or Mind Blast are typically good there I think (one of the two, not sure which one).

I doubt it has lld value. I'm no pvp player but for that you only have +2 skill tree, Teleport charges and a low-mid mana roll. AFAIK that's not enough to have value.
