As far as I know the most important thing for a physical bowazon are sockets for ed + ias jewels. Frw, visio mod (+%ar based on char lvl), str and life are other useful mods.
This Circlet lacks most of the important stuff. So I would rate it lower.
In my humble opinion Artisan/Jeweler's Tiara/Diadem of Speed (three sockets and 30% frw), Crown of Ages or Giant Skull with two sockets are better options.
