I saw one similar being sold on ladder, but how is this on NL?

On ladder you can make those new runewords like Cure and Bulwark, which makes this much more valuable on ladder.
Still a very good base and it's likely that at some point those runewords will be possible to make on non-ladder as well. So it's value will increase over time.
