Is this something anyone would want? +3 to BO seems like it might be good with 3os but it's a normal base. IDK.

Good base for a 5bo Delirium
vs Halaberd's Reign 1 os 2 +2 bo , socket with +AR +Vit + life jewel

What would be a fair price for this Helm?

Without another useful skill a +3 bo helm with 3 sockets is only worth a Pul or Um rune.
Just as extra info: Other useful skills are Shout, Battle Command, Find Item, Increased Speed or War Cry. The better option is a +2 warcries or +2 barb skill rare/magic helmet with +3 Battle Orders, then a +3 warcries and +2 Battle Orders helmet and the best in slot for a support barb is an Echoing Barb helm with +3 warcries and +3 Battle Orders.
