Everyone seems to prefer the IAS + 40% ED jewels.
I'm not an expert on the backend math for damage calculations, but it seems like +15 to min and max is a significant damage bump

Well, 15 damage is 15 damage, whereas if you think about a 40% ED jewel, it applies to both min and max, so in a
Phase Blade
it would be about +12 min and +13 max, and in a two handed weapon it would be way higher than that.

So I’d say a +15 min and max jewel would be worth roughly the same as a plain 40% ED jewel.

Imagine you have a weapon with 10-100 base damage. Imagine its already got a %dam modifier of +500% (just for numbers sake).
it will do from 10*(1+5) to 100 *(1+5) damage, thats 60-600.

Putting a 15/40 in it would mean:
damage from 10*(1+5,4) to 115* (1+5,4) = 64-736

Putting a 15/15 in it would mean:
damage from 25*(1+5) to 115*(1+5) = 150-690

I want to point out that the 15/15 attributes benefit with the 500% that are almost there, whereas the 40% dont multiply with the 500% already there.

EDITEDIT: Added another example, like the one @sonnytai331 mentioned:

Imagine you have a weapon with 10-100 base damage. Imagine it has no +%damage modifier on itself.

Putting a 15/40 in it would mean:
damage from 10*(1+0,4) to 115* (1+0,4) = 14-161

Putting a 15/15 in it would mean:
damage from 25*(1+0) to 115*(1+0) = 25-115


It depends on how well the +15min/max work with the %damage modifiers. if the latter is big enough, the "synergy" (that is, the static +15min/max multiplies with the %ED) will be bigger than the "just added, but not multiplied" additional 40% ED.

I should add that there are no magical jewels with + 15 min and max but there are Jewels with + 30 max with both affixes (Vermilion Jewel of Carnage). Min damage is lower with + 8 (prefix Crimson) or + 10 (suffix of Bliss).

Theoretical there are rare Jewles that can get +18 to min and max but i think we will never see one of those.

I found a +15 min +15 max damage rare jewel, and ended up putting into a perfect ED rolled

Yes it for sure does, when added to a weapon directly, +damage is first and then the %multipliers are after.
This is why Grief is such a strong runeword.
