For the A2 I assume it's per Jab because he would otherwise attack so super fast and I never saw that. (My guess here is that Amazon has a special hab animation and Merc just attacks 3 times)
Merc does not always use Jab. He uses Jab, normal attack, or activates his aura (only in case it's not active).
The frequency depends on his level. If you want to know how often he hab's, you have to take these numbers and divide the frequency value for jabs by the sun of frequency values of the available skills.

Is attack rating needed on a magezon?
Or more precisely: When you "hit" a target, can you Pierce even when you fail the chance to hit roll?
I read somewhere you have to successfully hit to have a chance to Pierce, which is needed to trigger a second hit after the first target and to have a 2nd frost/fire explosion. But I don't know if that's correct and I'm still not sure after trying to observe my pierces.

It’s supposed to work like that - where a successful hit check is required for piercing to also be successful. I.e., if you’re trying to test this, you can’t rely solely on visual effects, you need to actually check if the subsequent targets were damaged.
- If a hit check is not successful but piercing is successful, the missile may appear to pierce its target and even display graphical effects, but it doesn't actually do so: damage and modifiers are not applied to subsequent targets.
I wonder if anyone has actually tested this thoroughly in D2R.
