Do yourself a favor and remove your MF gear to get it as low as possible. Relish is increased damage, less squishiness and more rune drops!
This is the first time I have tried this and it has been wildly successful. I was running ~250-300% and wasn't seeing good drops. I also noticed my most profitable trades were charms and bases...so why not give those drops a boost?
I may never run MF on a sorceress again...
I've experienced drastic increase in drops from Io - Um. Probably should have been keeping track of these as well. And a borderline hilarious amount of Shael at 47 currently.
You will find hella bases and likely notice a big uptick in charms. I've hit good on several small charms trading for Ist - Ohm. Plenty of smalls for mid runes, numerous useful GCs for mids and at least a dozen skillers; ~half of which have been good.
Vast majority of these were in a private 2 player game; fire sorc and Shout barb for buffs. The (2) Vex at Clvl 93 dropped while I was playing with my brother as we split Tal's Tombs. I found (1) Vex and he (2) Tal Rasha's Adjudication in the same game; he had ~300% MF. Astronomically minuscule odds...I know.

Thanks for sharing, I want to challenge your assumptions. Finding good items is a function of killspeed (kills per time) and MF.
You need to optimize both.
Mechanics: at first base items drops are calculated, then converting of base into blue/yellow/unique is a function of MF. Runes count as base item, so MF is irrelevant here.
Lets distinguish:
1) Bases: MF is bad, because it will convert into magic. As low MF as possible to maximize bases. Prioritize killspeed
2) Runes: unaffected by MF. Prioritize killspeed
3) Uniques: optimize both. As long MF is reasonable (220-270% or so), no marginal further gains, so prioritize killspeed speed after this.
4) charms: unaffected by MF, if any influence more MF increases chance for sunders and Gheeds (non Herald)
Is this correct?
I personally run with a 270% MF Novasorc with clear speed for full non-TZ CS (without diablo, just until to pop seals) in 1:20 to 1:40 min:s depending on monster count).
What are your numbers? Should I further increase killspeed (e.g. one light skiller could replaced three SC with total 21% MF)

MF doesn't affect rune drops in any way. It's just an old wives tale, an old myth that keeps creeping back up from time to time. The game's source code has been reverse engineered years ago, and the drop algorithm has been mapped exactly. The game first goes through the treasure classes of the monster to determine which base item to drop, and after picking a base item, it will roll for quality. MF only comes in after already picking a base item, and it only applies to items that can drop with different qualities (base, magic, rare, set or unique).

The code was originally reverse engineered from the game's binary files - the project has been slowly working on cleaning it up because when reverse engineering code, things like variables tend to get meaningless autogenerated names (the original variable names as the developers named them are typically not retained in binary executable form as it's just useless waste of space in binary form), so it can be hard to understand without context.

No drop loot table entry is the only thing that impacts runes really. So p7 Hell with high density and kill speed is your maximum chances for HR but it is still a lottery.
If you are OCD enough to time runs on a weighted average for every character in every area to determine which is used where then you may find Javazon cows, Light sorc countess, Hdin Chaos, Blizz sorc thone, etc, etc to be best in class depending on your play style.
Or you can use the the following rule of thumb and take the math experiments out of it entirely: Raise player level until you need to use pots then drop it down to the nearest odd number below that!
