so upgraded to msi 1060 video cardand now i cant even get the game to boot at all, just crashes at the load screen

I'm by far a computer expert. However, I can see a couple issues from your specs. 223 gb for a SSD isn't much at all. You should be able to get a TB or 2 for cheap as an external plug and play drive. Also, after updating your GPU, are you noticing any other issues? Sometimes Drivers for the new one need updated or you have software trying to read the old drive that's not there anymore

i uninstalled, reinstalled the driver it says its the most current and in working order
im sort of feeling like its a settings thing but i have no clue what i should look for there
if i put all the settings to the lowest it will load but its not a full screen its a tiny window to play from

i looked for new driver but nothing was compatable from nvidia for my pc, afaik
when i run the windows r command and check it says its running good
device manager says its the most update driver

What you're looking for is your C:/ drive. Considering the age of your PC I'm assuming you're either using Win 7, or in that range? If you go to start on the bottom left, and then in the menu look for "My Computer" or "This PC." This is a screenshot I got online but it should looks something like this.
