I'm by far a computer expert. However, I can see a couple issues from your specs. 223 gb for a SSD isn't much at all. You should be able to get a TB or 2 for cheap as an external plug and play drive. Also, after updating your GPU, are you noticing any other issues? Sometimes Drivers for the new one need updated or you have software trying to read the old drive that's not there anymore

i uninstalled, reinstalled the driver it says its the most current and in working order
im sort of feeling like its a settings thing but i have no clue what i should look for there
if i put all the settings to the lowest it will load but its not a full screen its a tiny window to play from

What you're looking for is your C:/ drive. Considering the age of your PC I'm assuming you're either using Win 7, or in that range? If you go to start on the bottom left, and then in the menu look for "My Computer" or "This PC." This is a screenshot I got online but it should looks something like this. a 1060 pretty low still, but i understand GC expensive lots of jahs. The at or the ram or CPU. If you are on Nvidia then you can push Alt R and get the overlay and get temps posted on the overlay. I would Cap FPS at 60 and see if that solves it, or look at specie and watch your temps as you play.

Now you can run D2r not ROTW on lots of gear i had it running on a intergrated graphics Ryzen 3 7000 seriers laptop with only 8 gb of ram but would only really run well in legacy graphics mode.

That should be fine. D2r crashes often on my very underpowered laptop despite having no actual issues (aside from low specs). At lowest settings, 720p and 50% resolution scale, i can hit playable fps and honestly it runs fine, but it likes to randomly crash in loading screens and more rarely during gameplay. This only happens with d2r. It just seems to be a flaw that it's very unstable in a low spec environment
Maybe it's an issue with your hardware, but i would suggest trying out some games with similar requirements to see if they also crash before you spend more money. If other games are crashing it's more likely to be a hardware issue and not a d2r issue, in which case i would suggest looking at new ram first, i find it's usually the culprit for me re: random crashing
But if it is just a d2r issue i'm not sure. Might be best to just buy a new computer then if you're having to buy all new parts anyway

However, a bad windows update, or windows automatically updating drivers, is just as capable of causing these types of problems.
- What version of Windows are you on? And were any updates installed recently?
I'm leaning towards RAM or Power Supply in terms of hardware. You can easily check RAM first with a free app. https://www.memtest86.com/download.htm
Probably best to launch the program and let it run for several hours when you aren't using the PC.
A wonderful/free app for monitoring temperatures and other statistics is HWInfo: https://www.hwinfo.com/download/
Does the PC need a good dusting/cleaning? If it's particularly dirty then this can contribute to various components overheating. Don't use vacuum/suction for cleaning. Best to do so by blowing air; compressed air can, a blower designed for this, or air compressor. Best to put a finger on any fans to prevent them spinning too fast; especially if you have a blower/compressor.

Seeing as how the issue now persists with the old GPU, there's a better chance we can rule out the GPU as the culprit. Though overwriting display drivers w/o scrubbing first can also cause headaches. We can come back around to this later.

Your system is actually a bit unique even with its age. It has a triple-channel Memory setup. You would want go get (3) sticks of Memory. 24GB would then be more than enough for your use case. When searching for RAM it will be best to purchase (3) identical sticks so they all operate at the same voltage, frequencies, timings, etc.
PSU would be next in terms of hardware. You can get a tester for relatively cheap, but a tester isn't likely to point out an issue under load.
Running a program to thoroughly remove all display drivers is also a good idea. I can give you detailed instructions on how to do this. It will help to know what version of Windows you are running; My guess is 10 or 11.
