Can be used to make Runewords:
TZ.
Hundred of hours of TZ.

Im happy to find 1-3 ists a ladder, if super lucky a Vex or something around that. Very rarely, like 1 in 8 ladders Ber or similar.
Playing solo is punishment enough, but the drop rates for solo are quite low. Understandable as otherwise prices would be a lot lower as bots would farm these things faster too.
But terrorized zone is pretty much a must these days to make it easier, you can still find them without TZ but its just so much higher chances with TZ.

I don't think there are really (legit) effective strategies for HR (meaning Lo+).
Obtaining anything that rare is essentially random.
Of course, some maps offer a slightly higher chance to get those trinkets.
But ultimately it's always back to your killing's rate and luck.
If you want to keep the fun just play and celebrate when you find one HR ^^

Holy cow! I thought i was the only one hating this! I absolutely love the normal d2 ost and i never ever listen to other music while playing games with their own good soundtrack because i need my immersion. But for the love of god, i NEED to turn the annoying never ending same music of the TZs down and listen to something else. It has to be a bug! After specifically looking for it, I found a few recent posts complaining about this. I don't know though if it's reasonable to have hope when it comes to Blizzard listening to players.

For beginners like me, gathering and selling keys is a safe and efficient way to obtain HRs.

For poor character with bad gear Nightmare is better option IMO. I just did my math with drop calculator. You have same chance to get Ohm from killing 1 Hell Mephisto or 20 Nightmare terrorized devilkins or whatever is terrorized ATM. Which are much-much easier.
And you can wear much more MF gear in Nightmare (or just socketed with topazes) to get better gear, instead of having troubles killing Hell mobs one-by-one.

I ask this because when browsing the market, I was a little shocked at how favourably seemingly easy-to-find Perfect Gems or keys exchange with runes I've never seen even once. This suggests there must be a more systematic way to acquire them than just....going to high level areas and hoping for the best.
I've finished Hell on one char and have a few others at reasonable levels, and so far the highest I've gotten was a Gul from The Hellforge quest. Other than that, I've never seen anything over Mal, and even the handful before that seem exceptionally rare.
So where do they all come from?
Then to your post. I think ive played like 2000~ TerrorZone boss fights so far, pretty much in favour of Mephisto/ Andariel pact. But others are behind coming fast also, Diablo with 444 runs to mention. So ive found 3x Ber in my solo TZ runs, 1st was from Spider Cavern A3, 2nd was from Chaos Sanctuary from Diablo himself, 3rd Canyon of Magi from total random monster dropping it.
HR's will come but you need to spam these places on hell difficulty and just pray for the best. Still havent scored Zod myself at Resurrected but every other rune ive selffound either in solo or group play. I just do mfruns, mf gear all the time to find grail, runes will drop and come by as a bonus (MF doesnt effect their drops).
Hope you are having similar fun if not even better than what original game used to bring us!

I think another reason for relatively low rune prices is the fact that player base is barely growing, and the older players have a large inventory of runes cumulated over the years, and some of them trickle through to the market
Rich people hoarding their Wealth means that lots of runes do not circulate. This raises the price of HRs but lowers the prices overall (a Jah is worth many Ists, but powerful items do not cost lots of Jah, like on ladder where HR are mostly spent quickly and don't get hoarded so much). Poorer people, however, spend their runes quickly, so the runes are circulating. It's generally better for most participants in an economy if most of the Wealth circulates, so the rich people should spend their runes on expensive stuff (or rich people should not exist, but this is impossible in a capitalist game like D2R without "taxes"). Lots of runes circulating means prices go up (inflation) but the runes have less buying power and are more affordable (a bit comparable to a higher "income"). If rich people don't spend runes, the value of the runes is higher and prices are lower. Right now lots of "rich" people buy Warlock items and their Wealth curculates again. Which is positive, overall.
