It's because of the Lightning Strike charges. If you view the gloves with an Amazon the level req will be much lower.
Will buy any 3 minor keys for an Ist - message me.
Will accept statues and keys instead of rune payments for my trades.

Huh, I never knew that the same item can display different values for different people. You are correct, I have created an Amazon and for her the level req is 54. I wonder why that is. Are charges not *meant* to be used by other classes? These are effectively Amazon-only gloves, though the Amazon really doesn't need the charges in the first place. Interesting design decision, definitely. Thanks for pointing it out!

I don't know why Blizzard did it. Oversight or intentional? Also unknown. But this 'issue' is most commonly found with Amazon and Necromancer skill charges. The skills this happens with are powerful skills, e.g. Lightning Strike, Bone Spear. My best guess is Blizzard wanted to limit the feasibility of mid-level (lvl~50-75) characters accessing these skills.
