+1 max damage prefix on small charm ("jagged") -> level 81
+1-3 max damage AND +10-20 attacking rating prefix on small charm ("fine") -> level 28
Why?!
Are there different kinds of max damage? As in: The "jagged" maxDmg goes initially to the weapon damage and is subsequently enlarged by all other enhanced-damage bonuses, and the "fine" maxDmg is only added after all other bonuses have been applied?

The difference is that one is a prefix and the other one is a suffix. If you want to have both affixes on a charm to get +4 md you need the higher level.
I've got on SCNL
- Mosaics, Cures, and Hustles
- GG crafted amulets
- Perfect uniques
- Bases

Ok, but why are these levels so high? A "jagged small charm of craftsmanship" would be level 85 and give +2 to max damage (and nothing else), whereas I can get +3 max damage AND 20 attack rating AND an additional suffix from a level 28 "fine"-prefix small charm... this just seems odd. Usually the balances are not that bad in d2r...
Maybe they added a high level "bad" prefix at lvl 81 to make it less likely to get great combos on lvl 85+?
Haha! Nice thought! They're creating crap affixes, to decrease occurrence of good charms. That would be a devilish move, but I could actually see them doing it. Otherwise it would not make sense why a +2 maxdmg charm is lvl 85 and a +3maxdmg/20ar charm -with an open spot for a suffix- is lvl28...
I think, but am not sure, that fine / sharp are prefixes that have been added in later versions of the game, and the are better than their previous counterpart : more effect AND less requirements. The older ones have not disappeared though, hence this weird effect. The suffix +1 one at least allows other values.
