I started doing a few NM cows runs (trying to get Cow King's Horns for my Holy Grail )
And after a few runs (with the same char I was running Hell cows before - Necro Summoner 389 MF), my impression is that NM drops fewer Set/Uniques, but drop more runes/gems/jewels than Hell

The set of items that can drop in NM cows is smaller than Hell cows. That probably makes gems/charms/jewels drop slightly more frequently. It shouldn't affect rune drop rates afaik

NM cow level is alvl 64. The highest rune that drop ther is Ist rune.

To clarify, I'm talking about the frequency of *a* rune dropping, not its quality. Correct me if I'm wrong but the first thing the game does is determine whether to drop a rune or an item. Ask yourself: have you ever seen a rune drop from a single monster along with other items? Excluding countess because she has both an item and a rune drop. These are two different kinds of "drops" and the number of possibilities in one should not affect the other. So if OP also observed more rune drops than in Hell cows, that's probably just some good RNG on his part. On the other hand, you would expect an increase in frequency of gem/charm/jewel drops in NM cows relative to hell cows because of a smaller set of possible (magic) item drops.
From what I understand, the game first determines the item Type (small charm, Crystal Sword, jewel, Pike, etc...) and then, determines if it is normal item/magic/set/unique (the MF applies only on that last step).
The number of available "item type" is almost the same in NM and Hell cows, only some Elite variations are not available on NM
And I don't know it it makes any difference - don't know if, for example. Pike/Lance/War Pike are three different "item type" on the "first step", or the game consider only Pike and then select Normal/Exception/Elite on another step )
Anyway, I guess it's just my "confirmation bias" or else NM and HELL Hell Bovine have different drop tables
