Not really, no. For it to be worth, it needs to have specific useful +3 to skills so it can compete with usual Sorc weapons like Heart of the Oak, Death's Fathom, Eschuta's Temper, self-wielding Infinity or Obsession. For example, if using Fire Sorc you would need it to roll +2 Sorc skills, 20 FCR AND +3 Meteor, +3 Fire Mastery, +3 Hydra/Tele/ES and some other useful mod from orb itself like +Mana (your 29 mana is from auto mod that goes up to 60 + affix Mana can go up to another +90 for example), MOK, res, 2os...

you meant uber levels of godliness? also there is nothing god-like in that item. Its not the worst, but its not exactly worthy either and there are a lot better options for sorcs to go for.

For level requirement 66 thats mediocre at best I'd say.
"Adds X elemental damage" is pretty useless for most casters. And the uncommon sorceress melee builds likely wouldn't be using that as a melee weapon either.
