I have a pretty simple question and just cant find the answer..
Has every Large Charm dropped by Diablo / Pindle / Baal a high item level?
I kept rerolling some from Diablo and they keep being low character level charms. I'm scared I'm wasting my gems.

If you mean hell, yes, their item level (hidden attribute depending on where it dropped, nothing linked to the level required which depends on the affixes) is normally high enough to roll any affix using pgems, and that for an unlimited number of times. For the Pindle one though, not sure, a bit lower item level I think.
However, rerolling large charms, which are widely unpopular, seems weird, most people prefer small ones or grand ones.

The problem with rerolling a high item level item is that all level of affixes are available, so it's still a slot machine roll to get a high rolled affix.
The other problem with what you're doing is that large charms are generally not considered worth the effort of keeping because aside from a few affixes (i think, i am not sure of this actually) you get the most value from small and grand charms, comparatively.
For example, a Fine prefix on a small charm can roll anywhere between 1-3 max damage and 10-20 to attack rating and the same goes for a Large charm, but the large charm takes up two spots in your inventory. So you can have two perfectly rolled Fine small charms take up the same space as one perfectly rolled Fine large charm, but the two small charms give twice the benefit for the same opportunity cost. Now on the other hand, the prefix Sharp is available for Large charms, but isn't available for small charms. Sharp prefix is 4-6 max damage and 21-48 to attack rating. So a perfectly rolled Sharp large charm is *better* than two perfectly rolled Fine small charms, but the variability in those ranges means it really has to be perfect or near perfect to exceed those Fine small charms.
Not to mention the opportunity cost. Large charms take up two inventory spots, small charms one inventory spot, grand charms three. Grand charms are valuable however because they're the only ones (outside the Hellfire Torch and Annihilus charms) that have the +skill prefix available. So many builds will benefit from having a Grand charm skiller with a small charm placed underneath it. Large charms on the other hand preclude a Grand charm skiller and you either have to use another Large charm or two small charms in that 'space'. This isn't bad necessarily because not all builds benefit from skillers but the meta ones and most popular ones do, so typically Large charms fall on the wayside. I hope this helps.
I think the only builds where large charms make sense is physical builds that prefer charms with +max damage & +attack rating over skillers. But like Stofsk says, for builds that prefer skillers, every large charm in your inventory is one less skiller, since a large charm doesn't fit underneath a skiller.
But I'm wondering if the OP is perhaps actually asking about Grand Charms, and that there is perhaps a language/translation issue.
The Arreat Summit website is no help and might also be adding to the confusion since it literally calls Grand Charms "Large Charms" and Large Charms are "Medium Charms".

Agreed on the likely issue on naming, French translation for Large Charm is "Grand Charme" and Grand Charm is "Charme Majeur". Does not help neither.
Side note : since the addition of Terror Zones, it's rather easy to have a high item level grand charm, so those without good rolls are almost worth nothing by now.

If you mean Grand Charms (3 tiles), ones that can roll as skillers, with +45 life, you need ilvl 91:
Diablo: 94
Nihlathak: 95
Baal: 99
Pindleskin: 86 - too low for ilvl 91 charms, and also too low to drop some endgame items (such as Tyrael's Might).
Even better, you can use charms found in Terror Zones of approppriate level.
If you mean Large Charms (2 tiles), the highest affix (of Vita, 31-35 life) requires only ilvl 74, so all those sources are suitable.

Diablo is a boss lvl 94. Any grand charm dropped from him can have any affix, including the vita 41-45 to life affix (lvl 91).
I've burned 400+ gems in a row without getting a charm worth even an Ist. I've also rolled two skillers with life with 9 gems before. I'm willing to accept other forms of currency. Like Tokens, Keys, Perfect Gems, and certain minor runes in lieu of my asking price. I'm also willing to accept rune combinations that add up to my asking price.
The original product team members must have been Starbucks fans with how dumb the charm size names are. They probably wanted to call them Tall, Grande, and Venti but got vetoed.

Yeah, there's LOTS of possible rolls you can get, rerolling 5 times and get garbage is NORMAL.
Personally, i've rerolled some GCs 30 times without getting anything useful from it, while not long ago, the FIRST time i rerolled one, i got skiller with a halfdecent 2nd affix.
It's pure random.

True but your odds of finding two perfect small vs finding 1 large. Unless youre rich enough that you can afford to trade for all kinds of them.
I had all kinds of +Dmg +AR charms on my Frenzy Barb and it worked great. Just my own experience too they were way easier to drop than perfect small or GCs.

In fact I used a 6 max large charm (no suffix and no-perfect ar) for quite a while
(until I had enough good "fine small charms" on my inventory, that any pair was better than my old large charm)
