Can anyone confirm that, even with the new "Season5", non-ladder characters still cannot create runewords like Hustle, Metamorphosis, Mosaic and Bulwark?

I can confirm this. You can't create them on NL yet, they can only be transferred from previous ladder.

I disagree with this. So imo it's only a matter of time until this current L season will be added to NL eventually. For those that are impatient, they can grind in L to get the new stuff, or to those NL they can just buy the new content from L players.
They moved down due to the addition of new RWs in 2.6. But that 'recent history' was season 3, nearly 2 years ago, pretty much the last thing before they stopped just about all work on D2:R because D4 was released shortly thereafter and D2:R was hence no longer needed/treated as a "D4 commercial". I wouldn't mind being proven wrong here but I sincerely doubt they'll ever go back to D2:R to the point of adding new RWs and whatnot.
