That said, qlvl isn't necessarily directly or at all related to clvl when dropping or lvl req to use. It is merely important for the 'where to find' question as alvl/mlvl/TC need to match up.
This is actually more of a question for folks who bother looking into the backend of things for random drop calculations... @Th3ory , that's where you come in.

Ok, so I have a lot of answers here including a fun little witch hunt I just went on with my friend Pavke to answer this question properly. And in this endeavor, we both stumbled on to something we didn't realize...
To answer the first question from @teebling - the qlvl of Sunders are 69 - see below
Now, as Schnorki mentioned, it is VERY important to first understand fundamental drop mechanics and the roll that qlvl plays. There are two qlvls, and to demonstrate we will use a lowercase q and uppercase Q. First, all items in the game have a qlvl which first associates the base quality and its eligibility to drop based on its associated TC (treasure class). Then, when it comes to Unique variants, we use the QLVL (uppercase) which has its own separate generation mechanic in order to be eligible to roll into its Unique classification. Example being Arachnid MeshSpiderweb Sash. It is nested in TC63, making it part of armo63 and it is qlvl61. But in order for it to roll into a Unique, its QLVL is 87.
Qlvl is equal to mlvl (monster level). In the case of Arachnid Mesh, the monster needs to be 87 or higher in order to roll the unique variant, and the monster also needs to be eligible to pull down from TC63+. Andariel non-tz'd for example can drop a whiteSpiderweb Sash, but she needs to be TZd in order for it to ever roll into Arachnid. Got it? Ok...moving on.
In the case of Charms, magic charms have a qlvl of 1 so the above doesn't apply in the same way as Gheeds, and all sunders have then their own 'unique' QLVL; Gheeds is 70 iirc, and per the above all Sunders are 69. This is where the witch hunt got interesting..
So how early can they drop or not drop. Well, we found that answer for you.
These are the associated alvls which is VERY important to now answer the question, how early can Sunders drop against your clvl.
An important often overlooked mechanic with Terrorized Zones, is that if the TZ against your clvl is < the base alvl, then the TZ upgrading does not apply. TZ level overrides the area level if its higher. If TZ is lower than TZ is area level vs. +2 to the base monsters.
In this instance, let's assume Blood Moor was Terrorized, and you are hunting for Sunders early and you are clvl63. Since Champions give a +4 and Uniques give a +5, and Sunder Qlvls are 69, you WOULD NOT ever see a Sunder dropping in Blood Moor, Cold Plains, Stony Field, and Dark Wood specifically early on.
With the above said, this means our minimum technical baseline is clvl64. That is, if you hunt a Unique with a +5 boost, then you would be able to acquire a sunder in these zones, but not against Champs providing +4. 64+5 = 69 (OK) // 64+4 = 68 (not ok).
This is all assuming and predicated that you are doing A1 TZs noted above. Otherwise, from Black Marsh and beyond, you would be good to acquire Sunders generally speaking.
In the end the level requirement to equipping is 75 so one could simply wait until 70+ to really start acquiring them.

I don't trust the answers from AI, but I do have fun playing with them and directing their answers. They're not so much AI as they are information collection gofers.
